Same problem in Phoenix Point, others have suggested it might have something to do with the Unity engine and in fact I have seen it in other games like Solasta. But, it turns out, a fix pointed out in
PCGamingWiki
addressed it. Adding the following to ReShade.ini fixes all stutters in PP (using ReShade v4.9.1), haven't tested it with TLD but worth trying.

RESHADE_DEPTH_INPUT_IS_REVERSED=1
RESHADE_DEPTH_INPUT_IS_UPSIDE_DOWN=1
