Same here. Had to revert back to 6.3.3. It's just DDO that seems to have the problem. Everything else works fine with 6.4.x

I have had this exact same issue with DDO and ReShade on any version released after 6.3.3 (which is the last that still works), doesn't happen with other games that I have only with DDO.

Fps with 6.3.3 is 120 fps (limited by me).
Fps with any version after is 16 (GPU usage is straight line around 29%)
The fps drop happens right after the launch and wont go up no matter which scene.

Windows 11 Nvidia RTX 4080
DDO x64-bit client latest version (Setting: Graphics Hardware Level: DirectX11)
reshade log with the latest version on the next post. 

Disabling all added shaders or addons doesn't affect the fps drop either.
