Is Serious Sam 4 true HDR?

Or am I doing something wrong?

I enable HDR in Windows with [Win]+Alt+B. I then enable HDR in-game, in console.
Without HDR enabled in the game, it looks like this

With HDR enabled, the sun looks like I would expect.

But when I look away from the sun, the colors are very dull.

Lilium's HDR Analysis Tool tells me, that the game only output SDR (sRGB color space), although it outputs up to 10.000 nits, looking into the sun:
