Is it necessary to re-install reshade me for every program you wish to use it with?

Yes. Though you can share effect files between them if you want (by having them in a central location and changing the effect/texture search paths in the ReShade settings to point to that central location).

So by "effect files" you mean presets, or the actual shader files themselves?
