This isn't really related to ReShade in any way.
Anyhow, the prompt you're receiving is due to UAC, otherwise known as, User Account Control, it was implemented back in Windows 7 I believe and it's a 'security' ''''feature'''' so that if a program wants to do something, it notifies you and gives you a prompt.
As to what access does the program/application want, it's the standard stuff of installing to a drive or just opening it up. I don't believe you can find the exact details, because it doesn't matter.
If the prompt is annoying (and it is 100% annoying), search for UAC in the Windows Search and either disable it outright or just change how what it does.
Programs and applications that are sketchy, is what UAC is supposed to draw your attention to, but if you're installing programs/applications from trusted websites and you know what you're doing, it's just a nuisance.
