can i use reshade with fifa 16 to make it look more like fifa 19.

Why not, most likely it uses Direct3D 11. But then you have to define for yourself what "more like fifa 19" means. ReShade cannot conjure up higher-res textures out of thin air, for instance. Just install it and experiment with it. You can also take a look at the presets others have created.
