You can already use ReShade with GW2 running DX11, just open the executable and select the DX10/DX11/DX12 option. The main issue right now with running ReShade is that it calls all of the d3d[x] loaders so it will not currently work with ArcDPS. Delta's attempting to fix it on the Arc end, but being able to disable the d3d11 call in ReShade named dxgi would probably be very helpful.
