Help. Reshade 3.2.2 not working with half life 2

I cant seem to get this to work with half life 2.. I have no problems with other games like Witcher 3,fallout 4 ect.
What I Did
launched Reshade 3.2.2.exe. navigated to my installation of HL2.exe. (in my E drive) clicked direct x 9. installed all the effects. launch game. no reshade is shown in the top and pressing shift F2. dose not bring up the menu. what did i do wrong?

You need to move the ReShade DLL (d3d9.dll) + INI into the "bin" folder.

thanks for replying. i tried that but the game dose not start now. game only starts if dll is in same dir were HL2.exe is. but reshade dose not work.
