If I want to contribute to reshade with more shaders, is there a way to create a new package for the new shaders?

You can create a repository for them on GitHub, upload them there and add an entry to www.pcgamingwiki.com/wiki/ReShade#List_o..._shader_repositories . And if wanted and a quick review an entry can be added to the ReShade setup as well.
