I need help on recreating a Night Vision display similar to what is used in DCS

I have included my screenshot down below of me actually inside of DCS showing what effect I am trying to create. As you can see I am trying to make a night vision effect using a Monocole so everything outside of that circle is the regular game just applying the effects of the reshade to that circle is there a way you can set a specific area like that in Reshade?
